Why Federal Pacific (FPE) Electrical Panels Are Considered a Safety Hazard

Federal Pacific Electric (FPE) electrical panels are one of the most widely recognized electrical safety concerns found in older homes. These panels were installed in millions of homes across the United States from the 1950s through the 1980s, and many are still in service today.
During a home inspection, the presence of a Federal Pacific Stab-Lok panel is considered a significant safety concern due to documented issues with breaker reliability.
What Is a Federal Pacific Stab-Lok Panel?
Federal Pacific Electric panels are commonly identified by the “Stab-Lok” branding on the breakers or panel label.
The name “Stab-Lok” refers to the way the breakers attach to the bus bar inside the panel. While this design was intended to make installation easier, the breakers have been the subject of numerous safety concerns over the years.
The Main Safety Concern
The most serious issue with FPE panels is that the breakers may fail to trip during an overload or short circuit.
Circuit breakers are designed to shut off electricity when a circuit becomes overloaded. This prevents wires from overheating and potentially causing a fire.
Independent testing has shown that some Federal Pacific breakers do not trip when they should, allowing excessive electrical current to continue flowing through the wiring.
This condition can increase the risk of overheating wires and electrical fires.
Other Known Problems
In addition to breakers failing to trip, other issues have been documented with Federal Pacific panels:
Breakers that appear to be switched off but remain energized
Poor internal breaker connections that can lead to overheating
